NPC Streams Terms of Service
Version 1.0.
Last updated: 10 September 2026. Effective on the day the app is published.
*This is the agreement between you and us. It covers watching, buying a line, your wallet and your
clips. If you want to go live and get paid, that is a different agreement, the
NPC Agreement, and you accept it separately on its own screen when you apply.
Nothing in this document makes you an NPC and nothing in it applies to streaming.*
Read sections 14, 15, 16 and 17. They say what we do not promise, they limit what we owe you,
and they send most disputes to arbitration instead of to court, without a jury and without a class
action. You can opt out of arbitration within 30 days and section 17 says exactly how, in one
email, with nothing else changing.
1. Who we are, and how you agree to this
NPC Streams is operated by [LEGAL ENTITY NAME], a Wyoming limited liability company, at
[REGISTERED ADDRESS]. "We", "us" and "our" mean that company. "You" means you.
You agree by ticking a box that starts empty, next to a button that says so. Not by using the
app and not by scrolling past small print. Until you tick it and tap it you have no account. We
record who accepted, when, which version, and the exact text you were shown.
If you do not agree, do not make an account. You can still watch without one.
These are part of this agreement:
The NPC Agreement is not part of this one. It is separate and you only ever
see it if you apply to go live.
2. How old you have to be
NPC Streams is available in the United States only. We do not offer it anywhere else and you
must not use it from anywhere else.
Your account is yours alone. Do not share it, do not sell it, do not let anyone else use it.
What the age check is, and what it is not
The app reads an age range from your Apple or Google account. That range was set by the account
holder or their parent. **We call it confirmed, never verified. We do not check anyone's identity
and we never claim to.** In most of the country the platforms return nothing at all, so for most
people there is no signal beyond what the account says.
Do not lie about your age. If an account turns out to be younger than it said, we close it, and
we return the balance to the card that paid it in.
If you are 16 or 17
You can watch and you can buy lines. You confirm **a parent or guardian knows you have this account
and agrees to what you spend on it.**
- There is a spending cap, per day and per month. It is shown in the app before you top up.
- A parent or guardian can close the account and get the unspent balance back, at any time, by
writing to support@npcstreams.com with nothing more than the handle. **We do not argue about
this and we do not ask them to prove anything difficult.**
- If a purchase is voided because of your age, the money goes back and the account closes. You
cannot keep both the money and the account.
Nobody under 16 may use NPC Streams at all. We do not knowingly collect anything from anyone
under 16, and if we learn we have, we delete it.
3. What NPC Streams actually is
A person, called an NPC, streams live from a public place. Anyone can watch, free. A viewer pays
to put one short line into that NPC's queue, and the NPC says it out loud where there are people.
Nobody is picked out and nobody is approached: the NPC stands where people are and says it.
The app counts deliveries on the phone. The buyer gets a notification pointing at the exact second it
happened, and a clip.
Four things follow, and they are the most important sentences in this document.
We are a platform. We do not perform, and we do not write. Every line is written by a viewer.
Every stream is filmed by an NPC. **We do not write lines, suggest lines, improve lines or supply
them.** We screen what users submit and we refuse a great deal of it, and screening something is not
the same as authoring it.
NPCs are independent people, not our staff. They choose their own hours, their own streets and
their own equipment, they decide whether to say any line at all, and we are not there. They are
not our employees, our agents or our partners. We do not vet them and we do not endorse them.
What you buy is an attempt, in good faith, in a place nobody controls. A street is not a studio.
Weather, traffic, a dead battery, a rude passer by, an officer asking someone to move on: any of it
can end a stream. **If your line is not delivered, you get your money back, and that refund is the
whole of what we owe you.** We do not owe you a performance.
Real people who never agreed to anything appear in these videos, and that is lawful. There is
no expectation of privacy in a public place. What we require is behaviour, not a camera angle: **NPCs
film openly, never secretly, and the moment somebody objects they stop, do not argue and move on.**
Anyone at all can have a video taken down without making an account. Section 12.
4. Your account
One account per person. Keep your password to yourself and tell us at support@npcstreams.com if
somebody else gets into it. Anything done from your account is treated as done by you until you tell
us otherwise.
Pick a handle that is not somebody else's name. No impersonation, no brands you do not own,
nothing on the Content Policy list.
You can delete your account from inside the app, in Settings, and from npcstreams.com/delete
without opening the app at all. Deleting takes your handle, your saved clips and anything unspent.
Money already paid to an NPC stays paid.
Payment records, moderation records and anything the law makes us keep survive deletion. The
Privacy Policy says for how long.
5. Money you put in
The wallet holds money you have put in, and it buys lines. That is the only thing it does.
- It is not a bank account and not a deposit account. It is not FDIC insured, it earns no
interest, and it is not a gift card or stored value you can spend anywhere else.
- It cannot be sent to another user, cannot buy anything digital, and cannot be cashed out as
money.
- It does not expire, ever, and we never charge a fee for holding it.
- The smallest top up is $5.00. There is no maximum.
- Card fees are added to what your card is charged, never taken out of what lands. To put $10 in
the wallet, your card is charged $10.61. The line under the button always shows the number your
card will see, before you tap it.
- A live line costs $2.49. A job of *n* people costs $1.60 × n, less one cent.
You are charged when the line goes into the queue, not when it is said. That is the moment the
money leaves your balance.
You can get it back. Any unspent balance refunds to the card that paid it in, from the wallet,
whenever you like, with no minimum. Card networks only take a refund against the original charge and
only for about 180 days, so a very old balance may have to come back another way. Ask us and we
will sort it. Refunds take 5 to 10 business days to show up, and that wait is your bank, not us.
A line is refunded automatically when:
- nobody took the job before it expired;
- the NPC declined it;
- the stream died part way through. The whole remaining queue goes back at once, including all of
a job that was part done;
- we removed the line for breaking the Content Policy.
It goes back to your wallet by default, and you can move it to your card from there.
Once a line has been delivered, it is not refundable, except where we removed it or where
something clearly went wrong and you tell us.
Please talk to us before you call your bank. A chargeback costs us the amount plus a fee, and we
will almost always just refund you. If you charge back money you actually spent, we may close the
account and keep the balance against the loss.
6. The line you write
You write it and you are responsible for it. A line is up to 30 characters and it will be said
out loud, by a real person, in a public place where other people will hear it without having asked
to. Write it with that in mind.
Every line is screened before it can be queued. Automated screening plus human review. **We can
refuse any line for any reason**, and a refused line is refunded in full. We do not have to tell you
which rule it hit, and refusing one is not an accusation.
You promise us that your line:
- does not name, describe, refer to or identify any real person;
- is not a threat, harassment, a slur, sexual, or anything else in the
- is not defamatory and does not state a fact about anybody;
- contains nobody's private information;
- is lawful and is yours to write, using nobody's trademark or copyright;
- does not ask the NPC to break a law or a rule of the place they are standing in.
Screening is not a promise, and it does not make the line ours. We look at every line and we will
still miss things. We take on no duty to monitor anything, and the fact that we screen some
things does not create a duty to screen more. **We may remove anything at any time and we are under
no obligation to remove anything.**
The NPC decides whether to say your line, and does not have to say why. You are refunded. An NPC
declining is not a failure of the service.
Nobody owns a 30 character sentence, as a rule, so we do not claim to own yours. You keep
whatever rights you have and give us the licence in section 7.
7. Licences, and what happens to a clip
You keep what you own. You are not selling us anything.
You give us a non-exclusive, worldwide, royalty-free, sublicensable licence to host, store, copy,
screen, encode, transmit, show, trim, caption, watermark and distribute what you post, and to make
clips from it, for three purposes only: running the service, getting the buyer their clip and
letting them share it, and promoting the service. Sublicensable because a CDN, the buyer and the
share sheet all need it. That is the whole of the licence and it does not go further.
Marketing that features you personally is opt in. We will not put your face, your handle or your
stream in an advertisement unless you turn that on in the app, and you can turn it back off.
When you delete something the licence ends for anything we do afterwards. Copies already saved to
a phone or already shared out of the app are beyond our reach and we cannot pull them back. We will
say so rather than pretend otherwise.
A clip can be taken away, and here is the order
Do not read "your clip" as "forever". When these collide, this is the order, and it does not
change:
1. A takedown by somebody who was filmed beats everything. If a person in a video asks us to
remove it, it goes, and we do not weigh it against anything else.
2. Somebody deleting their account beats a buyer's clip.
3. Removal for breaking the rules beats a buyer's clip.
4. Otherwise the clip stays, and it is yours to keep, save and share.
If a clip you bought is removed under 1, 2 or 3, we refund you. That is what we owe, and it is
all we owe.
Copyright
If something here infringes your copyright, write to our designated agent:
> [AGENT NAME], NPC Streams · [ADDRESS] · contact@npcstreams.com
Include what it is, where it is, why you own it, your contact details, a statement that you believe
in good faith the use is not authorised, and a statement under penalty of perjury that your report is
accurate. There is a counter-notice route and we will tell you about it. **We terminate repeat
infringers.**
8. Going live is a separate agreement
Going live is 18 and over. It has its own agreement, the NPC Agreement,
which you accept on its own screen with its own checkbox before your first stream. **Before every
stream** you also tick that stream's rules.
Nothing in this document makes you an NPC, and none of the streaming terms apply to you unless you
accept that agreement.
9. What everybody must not do
We have no tolerance for objectionable content or for abusive users. Everything in the
Content Policy is part of this agreement. On top of it, do not:
- break any law, or help anyone else break one;
- use the platform to find, follow, frighten or reach a specific person;
- interfere with the app: no reverse engineering, no scraping, no bots, no faked deliveries, no
attacks, no getting round a block or a suspension;
- make a second account after we closed your first;
- move money through here for anything other than what this app sells;
- resell, sublicense or rent access to the service;
- pretend to be somebody you are not.
Section 6 of the Content Policy lists what ends an account on the first
occurrence.
10. Reporting, blocking, and what we do
There is a report control on every stream, every clip and every profile, two taps away, and a
block control in the same places. Blocking works both ways at once.
We aim to act on a report within 24 hours. Acting means a person looks and then does something,
which might be nothing. Section 6 of the Content Policy lists what we do.
Two reports pull a job automatically, before anyone has looked, and the buyer is refunded.
You can appeal once, at support@npcstreams.com, to somebody who did not make the first call.
11. Suspension and closing an account
We can suspend or close any account, remove any content and stop any stream if we reasonably
believe it breaks this agreement, breaks the law, or puts somebody at risk. Grounds include, and are
not limited to: breaking the Content Policy, fraud, chargebacks, faked
deliveries, lying about your age, and abusing other people. **Where the risk is immediate we act
first and tell you afterwards**, with the reason, unless the law stops us.
If we close your account, money in your wallet is refunded to you, unless we have a real reason
to hold it such as fraud or an open chargeback.
You can close your account whenever you like. Section 4.
We may stop offering the service. If we do, we will give notice where we can, refund every wallet
balance, and pay out everything owed.
12. People who are filmed and never asked
**This section is not for our users. It is for anybody who walks past a camera, and nothing in this
agreement takes away a single right you have.** You never agreed to anything here, you are not bound
by any of it, and you do not have to be a user to use any of this.
Anyone can have a video taken down. No account, no login, no app, no ID, and no explanation
asked for.
- The form is at npcstreams.com/takedown, linked from every video and from the support page.
- Give us a link, or just a rough time, a place and a handle. That is enough.
- We take it out of public view when we get it, and look at it afterwards. We aim to acknowledge
within 24 hours, have it out of sight within 24 hours, and delete it everywhere within 72 hours.
- Deleted, not hidden. The replay, the archive, the clip, the buyer's copy, the thumbnails.
- We will tell you honestly what we cannot reach. A clip already saved to somebody's phone or
posted elsewhere is gone from our control, and we will say so rather than promise otherwise.
- We never tell the streamer who asked. Nobody may contact you, name you or retaliate, and doing
it ends their account.
What we ask of the people filming. They film openly, phone in plain view, never hidden. **If
you would rather not be in it, they stop, they do not argue, and they move on**, and that costs them
nothing so there is no reason to push. Nobody may name, describe or identify you.
We do not claim you consented, and nobody here is allowed to tell you that you did.
A person: support@npcstreams.com.
13. Third parties
- Stripe handles cards and payouts, under its own agreements.
- Apple and Google distribute the app.
- We use hosting, streaming and screening providers. The Privacy Policy names
them and says what they see.
We are not responsible for another company's service, or for anything on the other end of a link
that is not ours.
14. What the delivery check does
The app decides a line was delivered on your phone, while it is happening. Nothing about that
check is sent anywhere for it to work.
**It listens for the words of the line, and it tells people apart by the colour and shape of what
they are wearing.** That is all it does.
**It does not build a faceprint, a voiceprint, or any biometric identifier, and it does not store or
transmit one.** If that ever changes, we will say so plainly, ask you first, and publish how long
anything is kept and when it is destroyed. The Privacy Policy is the long
version.
15. No warranty, and what we do not promise
**THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE". TO THE FULLEST EXTENT PERMITTED BY LAW, WE
DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR
PURPOSE, TITLE AND NON-INFRINGEMENT.**
In plain words, and this is what it actually means here:
- We do not promise a line will be delivered. We promise a refund if it is not.
- We do not promise the counter is right. It runs on a phone, on a street, in traffic noise.
- We do not promise a stream stays up. Phones die and streets have no signal.
- We do not promise the service is uninterrupted, secure or error free.
- We do not vet NPCs and we do not endorse any of them. We screen lines and we act on reports,
which is a different thing and is all we claim.
- We do not promise anything at all about what a person on a street will do.
Some states do not allow some of these exclusions, so parts of this may not apply to you.
16. What we are liable for
**TO THE FULLEST EXTENT PERMITTED BY LAW, WE ARE NOT LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL,
CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, LOST DATA OR LOST GOODWILL,
WHATEVER THE LEGAL THEORY AND EVEN IF WE WERE TOLD THEY WERE POSSIBLE.**
**OUR TOTAL LIABILITY TO YOU FOR EVERYTHING, ADDED TOGETHER, IS THE GREATER OF WHAT YOU PAID US IN
THE 12 MONTHS BEFORE THE CLAIM, OR $100.**
We are not liable for what happens between people in the real world. Anything a person does to
an NPC, anything an NPC does to a person, anything that happens on a street or in a shop, injury,
arrest, property damage, or a dispute with anybody who is not us. **Those happen between the people
who are there.**
We are not liable for other users, for a line somebody wrote, or for what an NPC did with it.
None of this removes liability we are not allowed to remove, including for our own fraud, and
some states do not allow limits on incidental or consequential damages, so parts of this may not
apply to you.
17. If you cost us money
You will cover our losses, costs and reasonable legal fees for any claim arising from:
- your own content, including a line you wrote;
- your own conduct, online or off;
- your breach of this agreement or the Content Policy;
- your breach of the law or of somebody else's rights, including their privacy, their likeness
and their intellectual property.
This does not cover anything that is our fault rather than yours.
We run our own defence and can take it over at your expense. **You may not settle in our name or
admit anything for us. We will tell you about a claim promptly. We can set off what you owe us
against your wallet balance** and anything else we hold for you.
18. Disputes
Write to us first. Nearly everything is sorted at support@npcstreams.com inside a day.
Then a formal notice, and 30 days. Before either of us starts anything, we each send the other a
written notice describing the problem and what we want. **A notice from a user has to be signed by
that user personally and be about their own claim**, with their handle and their account details. A
mass filing of identical forms is not a notice. Neither of us starts anything for 30 days after
sending one.
Then binding individual arbitration, under the AAA Consumer Arbitration Rules, in English, in
the United States, before one arbitrator. You may attend by phone or video. **We pay your arbitration
fees above what a court filing would have cost you.**
**YOU AND WE GIVE UP THE RIGHT TO A JURY, AND THE RIGHT TO BRING OR JOIN A CLASS, COLLECTIVE OR
REPRESENTATIVE ACTION.** Claims go one person at a time and an arbitrator may not combine yours with
anybody else's.
Three exceptions, and either of us can use them:
1. Small claims court, for anything that qualifies.
2. A court order to stop something urgent, such as misuse of our systems or of intellectual
property.
3. Anything the law says cannot be arbitrated.
Opting out takes one email. Send contact@npcstreams.com your handle and the words "arbitration
opt out" within 30 days of first accepting these Terms. **That is the whole process, we will not
make it harder, and nothing else about your account changes.**
**If the class waiver is held unenforceable for a claim, the whole arbitration agreement is void for
that claim** and it goes to court instead. It never becomes a class arbitration. Any representative
claim that survives is severed and the rest stands.
Governing law and courts. Wyoming law, without its conflict of law rules. Where something goes to
court instead, it goes to the state or federal courts in Wyoming and we both agree to that.
Nothing here takes away a consumer protection right your own state gives you that cannot be given
away.
19. Changes
We will change these Terms.
A change that matters takes effect 30 days after we tell you, by push and by email, and **you
have to accept the new version in the app** before you carry on buying. If you would rather not,
close the account and take your balance back. **A change never applies to a dispute that has already
come up.**
Small corrections that do not change what either of us owes are posted with a new date and
version.
The current version is always at npcstreams.com/terms, and we keep every past one.
20. If you got the app from Apple or Google
Apple. These Terms are between you and us, not with Apple. Apple's only role is distributing
the app.
- Apple has no obligation to provide any support or maintenance.
- If the app fails to conform to any applicable warranty, you may tell Apple, and Apple will
refund what you paid for the app, which is nothing, because it is free. **Beyond that, Apple has no
warranty obligation at all** and everything else is our problem.
- Apple is not responsible for any claim that the app or your use of it breaks a law, breaches
product liability, or fails a consumer protection or privacy requirement.
- Apple is not responsible for any claim that the app infringes intellectual property.
- Questions and complaints come to us, at support@npcstreams.com, not to Apple.
- You confirm you are not in a country the United States embargoes or designates as supporting
terrorism, and are not on any US government prohibited or restricted party list.
- Apple and its subsidiaries are third party beneficiaries of these Terms and may enforce them
against you directly.
Google. The app is distributed through Google Play. Google is not a party to these Terms and
is not responsible for the app or for anything on it. Google Play's own terms cover your download.
21. The rest
Nobody else gets rights under this agreement, except Apple under section 20. **And nothing in it
takes away any right of anyone who is not a party**, including anybody who appears in a video.
Section 12.
We can transfer this agreement if the business is sold or reorganised. You cannot transfer yours.
If a court strikes out part of this, the rest stands.
Us not enforcing something once does not mean we gave it up.
This agreement, with the Content Policy and the Privacy Policy, is the whole of what is agreed
about watching and buying, and replaces anything said before.
These outlive the agreement: sections 4, 5, 7, 14, 15, 16, 17, 18 and 21.
We are not liable for a delay caused by something outside our reasonable control, including a
network or platform outage, a natural disaster or an act of government.
Notices. We reach you at the email on your account or in the app. You reach us at
